Background
SEADO, a neutral, humanitarian local non-government organization, was established in 1995 by a
core group of Cambodian people to minister to the physical and psychological needs of the
vulnerable, the oppressed and poorest of the poor, especially children and women where social
structure and human dignity have degenerated. It has received support from many successive
donors such as DANIDA, the Danish Government bilateral donor. SEADO gets technical and
financial support from KHANA to implement Home Based Care and in 2007 added one more
project, Harm Reduction and HIV Prevention for Drug Users. KHANA is supporting work in 3
Operational Districts (Mongkol Borei, O Chrov and Thmor Pourk), 7 Health Centers (1 Health Post),
7 Communes and 61 villages providing HBC consisting of Basic Palliative Care, OI/ARV
management, refresher on Basic facts on HIV and AIDS and STI and Child Rights, and Life skills
including recently introduced Harm Reduction and HIV/AIDS Prevention for Drug Users Project.
Vision
SEADO seeks to develop and foster partnerships and solidarity with poor Cambodians, to
empower them to address problems and meet their needs through integrated self development;
aiming to restore self-confidence and hope for the future by increasing their socio-economic status
to achieve sustainable livelihoods and development. This will be achieved by people’s mobilization
through the medium of promoting genuine active participation for empowerment
Mission Statement
SEADO is dedicated to assisting poor communities in Cambodia, through participatory and
community development programs. The practice and fundamental principle of SEADO lies in the
recognition and enhancement of the capacities, contributions and equality of women and men to
develop and define their own projects and activities for the benefit of their families, communities
and national development
