Background
The Rural Economic Development Association (REDA) is a local non-governmental, non-profit,
non-partisan organization established in 1993 by a core group of people repatriated to Svay Rieng,
such as teachers, nurses and farmers numbering fewer than ten and has grown over the past
decade to a full-time staff of 42 people working on the Home Based Care project and caring for
orphans. REDA is governed by a Board of Directors and an Executive Director. REDA was
registered at the Ministry of Interior in 1994. REDA organization under KHANA coverage covers for
1 Operational District (Svay Rieng), 4 Health Centers, 8 communes and 80 villages.
Vision
To see Cambodian minority groups, women, children, and PLHIV improve their living condition in a
democratic way, with transparency and non–violence, and eliminate discrimination by respecting
human rights, the law, peace and gender
To increase the ability of civil society to implement their own methods to improve their living
conditions freely in accordance with national and international law in a non–violent way to lift
Cambodians out of the cycle of poverty
To encourage equal participation and development of children, women, men and PLHIV into all
fields of Cambodian society
Mission
To strengthen the capacity of the community to enable democratic practices in accordance with the
law, gender respect, human rights, women’s rights, children’s rights and preventative measures
against the AIDS epidemic
To strengthen staff capacity in professional skills, tolerance to other human beings, and the
environment
To support self-supporting activities in social and economic aspects of the lives of children, women,
men and PLHIV in Svay Rieng province where social welfare services are not fully provided
To advocate equal rights for children, women, men and PLHIV, in cooperation with similar
organizations and agencies in the community.
