Background
OEC is a non-political, non-profit, non-religious organization and is a local NGO that is based in
Battambang province. This local NGO was created in 1996, officially recognized by the Ministry of
Interior in 1997 and signed two memoranda of understanding with the Ministry of Social Affairs,
Veterans and Youth Rehabilitation twice in 2001 and 2004. To cover the target areas of the projects
where OEC has been implementing, Operations Enfants de Battambang (OEB) was renamed into
Operations Enfants du Cambodge (OEC) on 1 January 2007. In recognition of OEC’s
achievements, OEC received a letter of congratulation from the Ministry of Social Affairs Veterans
and Youth Rehabilitation in 2003 and got a Gold Medal of National Reconstruction from the
Government of Cambodia on 30th June 2003. OEC just received a letter of congratulation from the
Governor and the Rural Development Committee’s Chairman of Battambang. KHANA supports
OEC to cover 3 Operational Districts (Battambang, Sangke and Thmorkol), 4 Administrative
districts, 11 HCs, 13 communes and 87 villages.
Vision
Children with disabilities in Cambodia, people handicapped by landmines, youth, children in
areas encountering difficulties and uniform groups receive capacity building and improve their
quality of life
Mission Statement
To improve their capacity and quality of life through basic health care, rehabilitation, reproductive
health, education and life skills trainings by strengthening social structures in communities.

The totally 165 persons:
• three of 61 full time staff supported though KHANA
• three of 101 of part time staff are supported through KHANA
• 22 peer facilitators are supported through KHANA
