Background
KDFO is a locally registered Cambodian NGO established in 1994, managed and directed by
Cambodians. It has twelve years experience of working with Cambodia’s street population, in
particular targeting children, their families and high risk groups; KDFO main aim is to provide safety
and security to suburban street children and high risk groups based’s in Phnom Penh City but also
reaches out to families of street children throughout the country. In particular KDFO aims to reunite
families by providing care and support to children. KDFO is guided by the principle of family
reunification, as well as outreach to strengthen family units particularly those who are vulnerable or
at risk. KHANA supports integrated care and prevention in 2 Operational Districts (Cheung and
Tbong), 2 Health Centers, 2 Communes and 29 Villages.
Vision
KDFO’s vision is of a happy loving and understanding family environment which supports the full
and harmonious development of children’s personalities. KDFO respects and supports the efforts
of parents and other caregivers to nurture and care for children in a family environment. This vision
is inspired by the declaration and plan of action issued at the world summit for children in 1999,
which aimed to better implement the convention on the rights of the child. KDFO has a vision of all
Cambodians having literacy and skills to find employment, better living conditions and a healthy
environment and prevention and care for people living with HIV.
Mission Statement
KDFO aims to provide a standard of living and well being for children, provide a safe secure
environment, educational opportunity, vocational training and family reunification or placement.
KDFO aims to improve the lives and realize the potential of Cambodia’s poor, empowering them to
shape their own lives by teaching them literacy, job skills and health education.
KDFO aims to improve community life in Cambodia by encouraging and offering disadvantaged
people opportunities to volunteer and cooperate in community development and health education
activities. KDFO aims to prevent HIV and provide care and support to people living with HIV.
