Background
Khmer Buddhist Association was established in 1981 in a refugee camp on the Thai border with the
objective of doing research on the culture which had almost disappeared in the country, and to
disseminate Buddhist doctrine that guides social life towards happiness and peace.
In line with the refugee repatriation program, H.R.H Samdech Norodom Sihanouk permitted KBA to
move its office in Thmar Puok district and registered at Ministry of Interior 2004. During that period
KBA shifted its focus to integrated rural development, education, and health program with the
objective of improving the standard of living, health of families, and providing knowledge and skills
to the poorest rural people in within 1 operational district(Thmor Pourk), 5 health centers, 6
communes and 56 villages.
Vision
To see rural people have independence, equality, rights, balance of gender, and be guided by
participatory democratic principles, mindful of local customs or traditions, in a peaceful community,
a healthy environment, and to be self-reliant.
Mission Statement
Strengthen the capacity of the poor and poorest people through continuing education and training,
promoting gender equality, environmental protection; provide both technical and financial support
to encourage their full participation in social development and management.

Program

• Provide home visit to PLHIV and OVC with basic health care, emotional support, ART
adherence support and referral to health services. Support self health group meetings for PLHA
on monthly basis to provide education and sharing of experiences amongst the team. Married
couple and youth group discussions are held monthly providing education and life skills related
to HIV prevention.
• Happy happy programs are conducted once per quarter for OVC to educate them about basic
primary health care, provide wider social support and address their needs through participatory
approaches
• Community awareness is also given to educate on HIV prevention and encourage VCCT
uptake. Other events such as Worlds AIDS day and Candle light Memorial Day are done in
partnership with the PHD and other NGOs in the province for advocacy and awareness raising.
• Food support to PLHIV and OVC
HIV/AIDS and Drug Vulnerability Reduction and Prevention
• HIV/AIDS and Drug vulnerability Reduction Program to support 950 Drug users providing
focussed prevention with the goal of contributing to a reduction of HIV and STI and other drug
related harm amongst drug users and improving the quality of life for this key population.
Alleviating the socio-economic burden on individuals, family, community and society and
providing behavior change education and referrals to services for drug users through the
provision of outreach HIV-Drug vulnerability reduction education. The focus is to enable drug
users and community to change risky behavior through the provision of training, information and
education.
• Another aspect of this project is to strengthen policy analysis and systems with other
organizations to ensure that key populations exercise their rights in using health care and other
services.
