Background

HIV/AIDS Coordinating Committee (HACC), which serves as a forum since 1993 for HIV and AIDS

information exchange of NGOs and plays an important role in coordinating its NGO membership

efforts in the response, promotes the idea of partnership and collaboration among and between

NGOs and government, to advocate for policy change, to help raise the voice of civil society, and

to ensure the rights of people to receive proper information and services are respected.

HACC has achieved a great deal in bringing NGOs active in the area of HIV and AIDS together to

campaign hard for HIV and AIDS prevention, care and support for PLHIV. The increased efforts

and success have been observed in the last few years following financial support from UNAIDS and

KHANA in 2000 and CAFOD/CCODP in 2005 for an HACC project to set up a secretariat to help

facilitate HACC information exchange through monthly membership and working group meetings.

However, it is increasingly recognized that there is a need to broaden the project scope to cover the

whole range of activities in support of the comprehensive response to the HIV epidemic in

Cambodia. This includes networking, coordination, sharing information, raising awareness,

representing NGOs to donors, national and international level, and advocacy for change for the full

involvement of civil society in determining policy setting national target, developing plan, and

monitoring processes in relation to HIV and AIDS.

 

Vision

All people in Cambodia live in an HIV and AIDS resilient society where there is a strong network to

support the continuum of HIV and AIDS prevention, care and support, treatment and impact

alleviation.

 

Mission Statement

HIV/AIDS Coordinating Committee (HACC) is a strong HIV and AIDS NGO Network with the

capacity to build strategic partnership with all employers for an efficient, effective and sustainable

response to the HIV and AIDS epidemic and its impact in Cambodia.
