Background

In 2004 and 2005, KHANA and the POLICY Project conducted three consultations among men who

have sex with men and stakeholders to ascertain interest in and support for a national MSM

network. This resulted in a unanimous decision to set up a national MSM work coordination group

which was formed as the national MSM TWG. This network has a commitment to advocate for

equality and respect for MSM human rights, reduce their vulnerability to HIV and AIDS, and

increase access to appropriate health and other services. The network was established with

support from KHANA and UNAIDS, CARE, PSI and with the endorsement of the NAA. National

elections were held in 2006 and six MSM from Phnom Penh, Poi Pet, Sihanouk Ville and Siem

Reap were elected and continue to represent various MSM groups in Cambodia.
